pcrisis has no effect until you run vmpc-prompt-for-profile

Bug Description
This is on Emacs 25.2.2 using the VM trunk as of today (revno: 1538).
Normally (VM 8.2.0), when I create a new message with "m", reply to a message with "r", etc., the appropriate vm-pcrisis actions get triggered and modify my mail buffer. In the current VM trunk, the actions do not get triggered.
However, if I manually run this command in the same mail buffer:
M-x vmpc-prompt-
and press the Tab key, I see my full list of actions, and I can run them. They run correctly and modify the mail buffer.
My first guess is that vmpc-actions-alist and similar variables are not being consulted.
I realize the trunk isn't stable, but I didn't see this bug in your queue.

vm-pcrisis hasn't change for more than 2 years. Can you identify which
versions work? Does it work with 8.20b?
