html messages without <html> ... </html>

Bug Description

Hi Uday, I received a few such messages:

<span style=3D"font-family: Tahoma, Geneva, sans-serif; font-size: 10pt">Hi=

for which w3 fails, but that's not necessarily a problem because vm then displays the html icon which I can use to view the email using $e. however, the external viewer (Chrome) doesn't properly show the message because the <html> ... </html> tags are missing. when I add those by editing the message $e works fine. is it possible to have vm add that based on the content type?
