*Reproduction steps*
From http://www.turbogears.org/2.0/docs/main/DownloadInstall.html

1. Install fresh Python 2.6.1 (though crash happens with 2.5.4 as well)
2. Add Pythons's "scripts" folder to path
3. Download and run http://peak.telecommunity.com/dist/ez_setup.py
4. Run easy_install virtualenv
5. Run virtualenv --no-site-packages tg2env

1. Vista Enterprise (close to Vista Ultimate)
2. Account of a local administrator (not a built-in admin)
3. User Access Control disabled
4. I am not specifying the virtualenv version (use whatever is fetched), but looks like I am using virtualenv 1.3.2

I can accept a patch related to this, but I don't have any way to test or resolve this problem. This will require testing/fixing by a Windows/Vista user.

I (reporter) can test on my PC, However, I am not qualified to even think about writing a patch.

Not migrating to new tracker at https://github.com/pypa/virtualenv/issues - lots of Windows work has been done since this was filed, and we haven't seen any further reports of this.
