BMC timezone changed by the command of 'set sel time'

Bug Description

Ubuntu version: ubuntu-16.04.1-server-ppc64el
while Ubuntu can access the Internet, Ubuntu will send command 'set SEL time' to BMC to sync time between OS and BMC. And based on the IPMI spec v2.0, 'Document Revision 1.1', section 31.11b 'Set SEL Time UTC Offset'. Described below:

In order to retain backward compatibility with the original ‘local only’ definition of SEL Time, the UTC Offset is automatically reset to ‘unspecified’ whenever the Set SEL Time command is executed. Thus, the UTC Offset must be re-written after using the Set SEL Time command.

My understanding is, after 'set SEL time' then must 'set SEL time UTC offset'. The issue is, I can only see the command 'set SEL time' on BMC site, we also need OS send command of 'set SEL time UTC offset' to keep BMC timezone setting.

VirtualBMC is a tool for emulating BMCs which then control VMs for testing software that interacts with BMCs. This bug is not valid for VirtualBMC.
