Bug Description

Remote desktop viewer program: When I change to fullscreen while connected to another computer the scroll bars disappear. The display size of the remote computer is larger than the local computer so this leaves no way to move around the remote display. The display also shifts to the upper left hand corner of the screen of the remote computer. This worked correctly in Ubuntu 8.04.

Hello. Thank you for taking the time to report this bug and helping to make Ubuntu better.
I suspect this problem is related to overlay scrollbars. Could you please confirm that you are using Unity as your desktop environment?

The problem is in 10.10 Netbook edition which I'm not sure if it is considered Unity or not. The new Unity minimal scrollbars are not present. I generally do not use Unity. I've also observed the problem in 11.04 with Ubuntu Classic (no effects) desktop.

Thank you for your report. I can confirm this bug. The upstream bug report suggests that the screen should pan, rather than the scrollbars should be shown, however the problem is the same.
