Make fullscreen pan if remote display has higher resolution

In lieu of / addition to the scaling request (#204802), I would like to have the ability to automatically pan the remote display while in fullscreen mode. This would mimic the behavior of xvnc4viewer.

I'm not sure I'm understanding you. What is 'pan'/'panning'?

When the mouse cursor reaches the edge of the viewport, it automatically scrolls in the direction of the edge reached. For example, I am connecting into a 1280x1024 screen from a 1280x800 screen. Upon connection, the top 800 lines are visible. When I move the mouse cursor to the bottom edge of the screen, the view is automatically moved down making the lower part of the remote screen visible.

I am a user, not a developer. If I could have written a patch, I would have. I was simply ensuring that the report did not time out.

Anyway, expiration is turned off for Ubuntu bugs (for now, it may change in the future).
