When IBus on, ViGedit's command mode doesn't work

Bug Description
If you are a non-alphabet character language user,
1. enable your Input Method(IBus, SCIM, etc.) in command mode.
2. type in any command.
You can see the character you typed on screen, and no command works.
For example, when I type 'k' while I toggled my IBus, it sends 'ㅏ'(Korean alphabet) to ViGedit.
I think this problem is common to many people.
(Chinese, Japanese, Vietnamese, Inuit, etc.)

Unfortunately I don't have time at the moment to give to ViGedit and I'm also unsure how I'd approach this problem even if I did have the time .........
