Setting a frame icon does nothing or worse - hangs on windows

Bug Description
When setting the frame icon, it still displays the default icon. Even worse, it appears to hang vexi on Windows as the AWT frame.setIconImage function does not return nor does it throw an exception.

Unless it is possible that the Image created by Java has bounds greater than expected?
