Bug Description

I spent a while running the wrong target and not knowing why it wasn't running. Reason is because scribe ignores missing targets.

Hey Ali, yes this was intentional, for better or worse. I kind of
prefer it just running without an error, but maybe printing a warning.

But, I recently donated vellum to the pida project, so go check those
guys out and make sure they got your bug. They're listed as the new
launchpad owners, and you can talk to aa_ or ronny in #pida on
irc.freenode.org

After discussing with Zed on IRC, the best solution would be to be able to override this behaviour with a flag like --ignore-missing. Reopened.
