NRPE monitors are not created on adding nrpe relation

Bug Description
With juju 2.9beta1, cs:vault-40, cs:nrpe-67
I deployed the bundle from charm tests, bionic-mysql.yaml (used `tox -e func-target bionic-mysql`), then added Nagios and NRPE, related nrpe:nrpe-
I expected to see a vault service check, and vault version check in Nagios, but neither were created even though the generic nrpe checks were created.
