No actions to stop/start the vault process

Bug Description
I do not see any actions that actually stops/starts a vault process.
I'd rather not have to do:
$ juju ssh vault/0 sudo systemctl stop vault
$ juju ssh vault/0 sudo systemctl start vault
Suggested action names and descriptions, based on other bugs:
pause Pause the Vault service.
resume Resume the Vault service.

I think one of the problems here will be around unsealing the vault when it restarts. Not sure how this will be handled in a 'pause'/'resume' setup?
