Bug Description
It would help with automated testing if the charm coul;d be brought up in an unsealed mode. To achieve this the vault charm will need a new charm configuration option such as 'dev-mode'. Switching this flag to True will cause the vault charm to bring vault up with an unsealed vault and the charm can store the keys locally (or in the leader db).
