Update vala-dep-scanner for vala-0.28 or remove from archive

Bug Description
vala 0.20 is now the default vala in Debian testing and Ubuntu Saucy.
We'd like to eventually drop vala 0.16 from the archives so it's important that vala-dep-scanner be updated to work with the current default vala.

lp:~robert-ancell/vala-dep-scanner/vala-0.28 has the fairly trivial changes to update to using Vala 0.28 BUT:
- lp:vala-dep-scanner seems to be missing changes that are in the Debian package (commit not pushed?)
- If I make this into a Debian patch and run autogen there are missing files from the tarball (e.g. src/config.vapi)
- The package has both AM_GNU_GETTEXT and IT_PROG_INTLTOOL which conflict with eachother
- This package does not seem to have been updated in a long time
- Nothing depends on it
If this is a dead package can we remove it from the archive? Or can you make a 3.1 release, Michael?
