rc.local creation failing on yakkety systems

Bug Description

Since yakkety systems have no /etc/rc.local by default, we try to create one in the latecommand. That's currently failing.

Hmm, has this bug resurfaced? I use a rc.local script in the System76 image mastering tools, and sometime in the last few weeks it seems to have stopped working. (Note that around the time of the original bug, I already accommodated the fact the there is no default rc.local script, so my current problem seems to be that systemd might again not be running the rc.local script when present.)

@Max: are rc.local scripts working as you expect them to currently in Yakkety? Thanks!

Yes, the scripts are running as we expect. The fix in this bug was just for our testing tool, which had a faulty method of creating the file if it didn't exist. Now that we create the file correctly, it seems to execute as expected.

@Max gotcha, thanks! Yeah, with more investigation, my rc.local script was getting executed, but was failing for other reasons on Yakkety.
