Bug Description
Please remove the code to create a default YAML file on failures. This was added before we worked out a way in the dashboard to determine if a jenkins job was run via utah or not. We now have that in place and can create empty results in the dashboard as needed when YAML logs are missing.

Is there any useful information that could be provided by the yaml file or is this where the failure happens before things start up and so the yaml file is just blank?
