Bug Description
Currently, a problem in the yaml files isn't really detected until an attempt
to execute the test cases is made. Even if the problem is detected early in
UTAH, it would be useful to have a cheking command (maybe integrated in
phoenix) that let the user validate the yaml files without having to run the
test cases.

The merged code doesn't add a validation command, but checks just the master
runlist. I'll close this bug for now and reopen if it turns out that there's a
need to make thorough checks.
