Bug Description
As discussed in the utah maillist, the command field in tc_control file is expected to be populated by default and the same field in tslist.run should be used only when that value has to be overwritten for some reason.
To make that the default way to populate files, the command field in the tc_control file should be required while the same field in the tslist.run should remain optional.
