importer: orphan tag is not created when the branch does not already exist

Bug Description

In the prior algorithm, we used the existence of the target branch or not to help determine if an orphan or import tag was appropriate.

In the case that no parent was provided to _commit_import, but the branch did not already exist, we would not use an orphan tag. This was used to help start a branch off with an import tag, not an orphan tag, since we had per-publish branches.

Now, the branches are lightweight references that move around constantly (potentially).
