git ubuntu clone can do binary package lookups

Bug #1707325 reported by Nish Aravamudan on 2017-07-29

Bug Description

When given a package name that is not a srcpkg, it might be sensible to see if it's a binary package name and then see if its srcpkg is available.

Could we also perhaps have an option to specify that the name being given is in the binary namespace? So:

Look up source package
If it doesn't exist, try the binary namespace, map it to source, use that.

If --binary is given:

Use the binary namespace, map it to source, use that.

One issue with automatically mapping from binary to source is that we need to know which series to use, as it can be different depending on series. Probably just the development series should be sufficient.
