/sbin/getty is started too early

Bug Description
On Edgy, `upstart' starts `getty' really early. The problem is that some of `getty' dependencies (or whatever they called) aren't met at that time. With `upstart', my login prompt looks like this:
Ubuntu edgy (development branch) (none) tty2
flyer login:
which should be:
Ubuntu edgy (development branch) flyer tty2
flyer login:
Sometime both hostnames (here `flyer') are missing. However, the hostname appears if I restart `getty'. (ie. when I logout)
