Bug Description
The at package provides a "batch" program which queues a job to run when the CPU load falls to exactly 1.5. It would be great if upstart could start a job based on resource availability such as CPU load, memory, etc.

There was an interesting discussion in a patch about having operators like "<" and ">" for matches - I suggested we might use dpkg-style version comparison since it deals with not just numerical and string comparisons, but dealing with the case where the given string uses both
