"poweroff" does not power off the system

Bug Description
Version: 0.5.1
When executing "poweroff" as root, I only get the broadcast message on tty?, that the system is going down for power off now and nothing more happens. Running halt or reboot works as expected.
I'm using upstart-compat-sysv (adapted for 0.5), where the rc0 job has
start on runlevel 0
Maybe poweroff does not cause upstart to emit the runlevel event (whereas halt/reboot do).
