Creating /var/log/upstart if it is missing

Bug Description

I'm using Ubuntu 13.10 dev with upstart 1.10-0ubuntu1 and if the directory /var/log/upstart gets deleted upstart doesn't create it anymore. Maybe upstart can check before logging to a file if the directory exists and create it automatically if needed.
