Bug Description

I need this warning fixed, just in case I again forget that the -F option is removed.
The -F option is documented for forcing a fsck here: http://manpages.ubuntu.com/manpages/dapper/man8/shutdown.8.html

If you're going to remove what is a very imprortant function, the least you could do is throw an error.

fixing this bug would mean adding a new error:
"unknown option -F" "try touch /forcefsck"

I don't need to tell you it's a killer to believe you're doing an fsck when you're actually not. and I actually had this problem.
