Bug Description
If a job calls 'start' unconditionally in a pre-stop stanza, the main process can never be stopped without resorting to killing the associated pid(s).
This bug is related to bug 539175.

Why are you calling 'start' unconditionally in the pre-stop stanza? This sounds like it's working as designed.
