Update Manager should update text identifying how long ago the package list was updated

Bug Description
In Update Manager, at the top of the main window there is text saying: The package information was last updated less than one hour ago. It stays there even if I leave the window open for a day. The accuracy of the text expires, and so should the text display. It could be updated occasionally.
Gnome bugzilla is not accepting new entries for update-manager.
