update-manager lists packages it can't upgrade

Bug Description

Ok this is a bit tricky but I think this is how it works.

Make sure you have some packages to update, preferably from an external PPA of some sort that have a higher
version number of a package you already have installed.

Go into Synaptic/Settings/Distribution and select Always prefer the installed version.

Now close Synaptic.

Open update-manager.

Update manager will list the packages to be updated.
But when you press "Install updates" it will check for permissions but then it won't do anything.
The user is not being informed that these packages are new but won't be installed because of a setting in Synaptic.

It was only pure luck that I set the setting back to "Prefer highest version number" and things started to work again.

Update-manager should not list packages that it doesn't intend to upgrade. Or it should at least provide an explanation
to why it doesn't install them.
