[jaunty] With partial upgrades, update manager offers to restart the system before the upgrade is completed.

Bug Description
I ran a partial upgrade yesterday cause one package could not be installed due to some odd reason, but it included a kernel upgrade, which i need to restart for it to take effect. But the thing was, it popped up the dialog box saying 'you need to restart your system' before update manager had finished the upgrade (namely, the cleaning up portion). I did not click the button to see if it actually restarts your computer (i assume it does), but restarting in the middle of the package manager removing packages seems like a great way to bork apt.

I ran into this today, with an upgrade from Karmic to Lucid. Like the original reporter, I also was in a partial upgrade situation (due to an earlier failure on bug #516727
