Bug Description

I was following the instructions on ServerUpgrade, and during the download of packages, my internet connection went down. After it was back up, I tried to re-run 'do-release-upgrade -d' and got a 'No space left on device' error. After making room on the partition, I re-ran 'do-release-upgrade -d' and have the following error:

Checking for a new ubuntu release
Failed Upgrade tool signature
Failed Upgrade tool
Done downloading
extracting '/tmp/tmpIqSV8h/gutsy.tar.gz'
Traceback (most recent call last):

    fileobj = file(name, mode + "b")
IOError: [Errno 2] No such file or directory: '/tmp/tmpIqSV8h/gutsy.tar.gz'

There is no clear way on how to recover from this state.
