do-release-upgrade cannot be re-run if errors during upgrade

Bug Description
I was following the instructions on ServerUpgrade, and during the download of packages, my internet connection went down. After it was back up, I tried to re-run 'do-release-upgrade -d' and got a 'No space left on device' error. After making room on the partition, I re-ran 'do-release-upgrade -d' and have the following error:

Failed Upgrade tool signature
Failed Upgrade tool
Done downloading
