Input shaping issues with applets

Some applets have input shaping issues.
Maybe the bug is in the core... or these could be separate issues.

Example:
1. Start Diskusage
2. Drag it around, notice you can grab the semi-transparent part of it.
3. Try again.. now you can only grab the icon, bar or text, but clicking the transparent part passes the input to the desktop.

Example 2:
1. Start Ruler
2. Try to click somewhere on the right side of it, it won't react.
3. If you switch the theme (even if you only select default again) the problem is fixed.

Example 3:
1. Put any applet on the widget layer.
2. Close the applet and start it again.
3. It can't be clicked again
