sysmonitor upload/download doesn't display speeds above 1000kb/s

Bug Description
Sysmonitor applet only displays the first three figures of upload and download speeds. For example, 1435kb/sec shows up as 143kb/sec.
The attached patch fixes this by displaying the speeds to 1 decimal place instead of the first free figures.
