[sidestage] sidestage ghost if you kill all the ss apps

started browser, then launched settings (ss), calculator, and facebook
went to dash Apps scope, long press and kill settings, calculator, facebook
touch on dash to exit "quite app" mode, then select browser to return to it
ghost edge of sidestage remains on top

also the ghost bar doesn't respond to touch

also, i noticed, even if you get a ghost handle if you have some sidestage app running (but obviously back in z order & not rendered) you can right edge swipe to reveal then the handle will respond to touch again

for instance, assume browser open and you launch calcluator then settings but you quit settings from apps scope...return to browser from the dash, the handle will appear ghosted/orphaned but a ridge swipe reveals calculator.

I would assume the behavior would be no ghost, but rightedge swipe would reveal calculator
