Fullscreen apps in landscape mode expose the right edge gesture by tapping

Bug Description

Problem:

If you run a full screen application by itself (no other apps running), such as mediaplayer-app, and put it in landscape mode, tapping the bottom edge triggers the switch app gesture.

Expected results:

Tapping the edge of the screen should do nothing except pass on the touch event to the application to do whatever it wants to do with the event.

Device: this was tested on maguro

Right, I think I see what's happening here - the panel comes in before the edge gesture is recognized, but while it still *might* be an edge gesture. It should only come in after the gesture is recognized.

It's easiest to see with a long-press on the edge - the panel will come in and back out.

One more find: this is most likely the "hinting" transition when there's only one app, that doesn't pull another app in, but just moves the current app into the background.
