[WM] system settings/accounts not being in fron when invoked from app preview

Bug Description
mako/build 91:
expected:
1. no app running, no U1 account registered
2. installing "Karma Machine" via "more suggestions" category in the app scope
3. app preview comes up, hitting "Install",
4. as I am not logged into U1 (and no account is created yet) I am getting "Login Error"
5. following "Go To Accounts"
6. System Settings / Accounts shows up
failure 1:
prep: closing System Settings / Accounts, starting the browser
1. moving the browser to the background (left swipe)
run steps 2 - 5 from above
instead of getting System Settings / Accounts, the browser shows up,
System Settings / Accounts was launched (it's in Recent Apps and on the launcher) but didn't make it to the foreground
this is reproducible also with other apps (filemgr, dialer etc)
