[regression] Launcher is silent to screen reader users

[Test Case]
1. In the g-c-c, go to Accessibility and enable the orca screen reader
2. Restart compiz or logout/login.
3. Press alt+f1 to enter keynav in the Launcher
4. Move around the Launcher
   -> Orca should read the Launcher elements and their quick-list menu items

No obvious regression potential.

this is running a fully updated 12.04 with the unity team ppa

it is broken in unity3d, but works in unity2d. It was working in 3d earlier in the year, not sure exactly when. I believe they have given up on accessibility for unity 3d now and are launching the 2d session by default for screen reader users.
