Flicker of launcher during drag and drop

Not sure on the desired behaviour but this seems strange to me.

Open Files lens
Drag a file over the launcher
Note that the launcher fully illuminates/saturates, then all the icons except the ones that are drag targets de-saturate leaving the ones that are drag targets saturated.

Feels odd because the whole launcher lights up then goes out again.
