In dualscreen setup unity dash and panel appears over fullscreen app if unfocused

When the second screen is showing a full-screen app (e.g. libreoffice or totem) the launcher/panel is hidden.
Switching to another application on the first screen unfocuses the full-screen one, launcher and panel appears over.

I guess the full screen app should remain in full screen.
