Add chameleonic behavior to the theme

Bug Description

Currently, Unity's dash, launcher, application switcher, and notifications present chameleonic behavior, changing their background color according to the main colors of the wallpaper. Though this is a very nice feature, it adds inconsistency to the OS because the rest of the desktop doesn't follow the same behavior, i.e. windows and icons colors remain orange independently of the color being used in the rest of the system. This creates a strong color contrast, leaving a sense of incompleteness in Unity. A logical progression of Unity's chameleonic behavior is to extend it to themes, making all colors blend into a more coherent and harmonious-looking desktop.

Ambiance and Radiance themes have been modified into different colors, as have the humanity icon pack, showing that they adapt well to different shades:

Though Ubuntu's colors aubergine+orange should remain as the default, when the user changes wallpapers the windows and icons colors should change accordingly, furthering Ubuntu's consistency, slickness, and customization.

Thanks for the suggestion, Bilal! At first I thought about going to the list, but then I realized that, since this is a tough time for the developers and the designers, it was better to wait to discuss it after Precise is released. I concluded for now I should just submit this bug report so that they could look at it later on, when new features are being discussed again. What do you think?
