Dash darkens on mouse-over with Blur value set to "No blur" in CCSM

Bug Description
Steps to reproduce:
1. Open CompizConfig Settings Manager and click on "Ubuntu Unity plugin".
2. Click on the Experimental tab.
3. Scroll down to "Dash Blur" value, and set to "No Blur".
4. Close CCSM
5. Open the Dash, click the Apps lens, and mouse over its various sections
What's expected: The Dash should be completely transparent.
What happens instead: Everything you mouse over turns black.
