Bug Description
I cannot bring back all Windows which are open.
a simple example: install nautilus-actions and start them. Open a second application which is fullscreen and try to click on the nautilus-action icon on the bar... there is no reaction.
I only get the tooltip / hover from the icon.

I am not really sure what the problem you wanted to described. I install nautilus-actions and it turns its a command line tool with a configuration window. Could you please specify a few steps to reproduce the problem. It may have been a one time issue for you as well. Thanks
