Launcher scrolls faster upwards than downwards

My bad, it doesn't actually scroll faster. I simply left the launcher bar by moving the mouse up to the top panel area and the launcher just returned to its normal state.

Anyways, it would be nice to know from Design, whether scrolling should continue when hovering the top panel area over the launcher or not.

Currently, the launcher seems (I haven't looked at the code) to scroll at a higher speed when touching either the first row of pixels, or the last one. The last one is easy to access, as it has infinite height and width. However, the first row isn't easy to access, because if you go up just one pixel, you leave the launcher bar area and the launcher returns to its normal state (like what happened to me in the first place).

In the attached clip I do the following:
* Slow and faster scrolling downwards,
* Slow and faster scrolling upwards, and
* Leaving the launcher bar via the top panel.

Before this bug expires, I'll try to explain it again using the attached image.

The launcher has two scroll areas in each direction: a slower one (green) and a faster one (red). The faster one is only one or two pixels high (didn't check the code), which works fine for the bottom one as one cannot overshot. However, that's possible when trying to hit the upper fast scroll area, and once you are in the panel area (black), the launchers instantly fold.
