'panel opacity' in ccsm makes all window bars transparent

Bug Description
Ubuntu Oneiric x64 with default repositories enabled, Unity 3d.
After installing recent Ubuntu updates I noticed that all window bars became transparent at the same level as the top panel. Resetting Unity didn't help. After checking a while I nocticed that 'Panel Opacity' slider in CCSM changes opacity for all window bars, not only the top bar. It has never behaved like this.
Steps:
Open CCSM -> Ubunty Unity Plugin -> Experimental tab -> use Panel Opacity Slider
