On 1024x768 screen, some apps' menu bar doesn't fit in the top bar, thus making some indicators unaccessible with the mouse

Bug Description
Hi,
I'm using Ubuntu 11.10.
unity 4.24.0
My screen's max. resolution is 1024x768
My problem is that some applications (e.g Geany) have so much menus that they don't fit in the top bar/panel/whatever, so I can't click on e.g the Tomboy notes indicator - I get the "Help" menu instead (as you can see on the attached photo - it's in Hungarian, but you can see the point)
In the mean time, none of the LibreOffice apps have they menus in the global menu bar - I think because they wouldn't fit in there.
Maybe the problem could be resolved with some scrolling global menu - though I don't know if that could be done. Or just not use the global menu if the menu of the app doesn't fit there.
