Bug Description

Hi,
I'm using Ubuntu 11.10.
unity 4.24.0
My screen's max. resolution is 1024x768
My problem is that some applications (e.g Geany) have so much menus that they don't fit in the top bar/panel/whatever, so I can't click on e.g the Tomboy notes indicator - I get the "Help" menu instead (as you can see on the attached photo - it's in Hungarian, but you can see the point)
In the mean time, none of the LibreOffice apps have they menus in the global menu bar - I think because they wouldn't fit in there.
Maybe the problem could be resolved with some scrolling global menu - though I don't know if that could be done. Or just not use the global menu if the menu of the app doesn't fit there.

This is already specified <https://wiki.ubuntu.com/MenuBar#overlap>: "In the unlikely case that the window menus are so wide that they would overlap the status menus, the window menus should take priority. When the menu bar is navigated with the keyboard, the hidden menus should be accessible as normal, and each menu title should be shown until an item that would overlap it is focused."

(The LibreOffice menus aren't in the menu bar in 11.10 not because of any design decision, but because lo-menubar wasn't ready in time.)
