Applications that start minimized cannot be unminimized

Bug Description

Ubuntu 11.10
Unity 4.24.0-0ubuntu2b1

1. start empathy (make sure its pinned to the launcher first)
2. minimize empathy
3. right click on empathy launcher icon and click 'quit'
4. start empathy again from the launcher

What happen:
empathy is started, unity panel shows that empathy is the focused app with the text "Empathy Internet Messaging" but empathy window is not visible

What should happen:
empathy window should be visible when started from launcher.

You can get back the empathy window from alt-tab.

Example:

-Minimize Pidgin window and then quit the program via right click in the launcher.
-Click in the launcher. Pidgin starts, but no window appears (no matter how many times you click on the launcher). Only after clicking in the app-indicator or after alt-tab it shows.

Expected behaviour: a window should appear, unminimized.

It happens to me also with update manager, but not with other apps.

Thank you for taking the time to report this bug and helping to make Ubuntu better.

I can confirm that when using the package unity on Ubuntu 11.10 that I can reproduce the bug. Therefore I have set this bug to confirmed.

Furthermore I have Pidgin starting at login, it starts minimised and every time I have this issue at boot.

What happens for me:
- Pidgin appears minimised in launcher (either from login or using steps provided above)
Note that there is an arrow next to the Pidgin logo indicating that focus is given to that application, however the app cannot be unminimised by clicking on the icon in the launcher.

To resolve this issue i have to:
- Open another window
- Give that Window focus
- Click back to pidgin

Hope this bug is resolved soon.

I think it is, I stated in my report that it also happened to update-manager.

This occurs for me in 12.04 with an internal application we have which starts minimized. No amount of clicking on its icon in the dock or anything else I have found has the ability to un-minimize it.

As part of the big bug review for 16.04 LTS, I have tested this on 15.10 and the bug is still there.

In the case of Empathy, the first Alt + Tab to it doesn't raise it to the foreground, but the second one does.

In the case of Pidgin, Alt + Tabbing to it raises the window to the foreground the first time, but its window decorations are gone.
