Can't move maximized window to another workspace using window controls

Bug Description
There is an inconsistency that I cannot move maximized window to another workspace using window controls/window menu, because window menu is not available in maximized state.
By now I do, 1) restore window, 2) move to workspace n, 3) maximize window. This is not right at all.

You can use Shift+Ctrl+
As for the window menu disappearing, yes, I can confirm that, but I'm not sure if its part of the design or not. Marking needs-design for now.
