Indicators don't work in spread and expo mode

Bug Description

To reproduce the bug.
Expo Mode
1. Press on Super+S
2.Click on any indicator
3. The menu doesn't appear

Spread Mode
1. Open mutliple windows of any application
2. Press on Super+W
3. Click on any indicator
4. The menu doesn't appear (exactly like in Expo Mode)

This only happens in Unity 3D. In unity 2D, when you click on an indicator while on spread or Expo, it brings you back to the last active workspace.

There is already a bug called "indicators do not work in expo mode" (Bug #758517), but it seems to be about indicators in the launcher and not in the panel. That's why I opened a new bug.
