Am I certain it is a bug?
That depends on the perspective if this is a feature or a bug. But having two sets of top left [close/min/max] buttons, one on top of the other is visually a bug.
Chrome wants to supply its own skin and close/min/max buttons. Unity wants unity in layout from windows running under it. Is it a Chrome bug? No. Unity needs to give Chrome the freedom to define its own skin and buttons and let Chrome have the freedom not to use Unity's buttons.
So this could be a bug in misalignment between Unity's and Chrome's layout strategy. Browser real estate is real precious and not to be wasted on an extra set of close buttons.
