Bug Description
steps to reproduce:
i. maximize a window
ii. drag the title/menu bar of the maximized window to unmaximize
iii. without releasing the mouse, drag it up again into the panel to maximize again
iv. notice how the titlebar isn't integrated in the panel anymore even though it is maximized
