Ctrl-Alt-t to open a Terminal doesn't work [regression]

Bug Description

Ctrl-Alt-t under Unity no longer reliably opens a new Terminal.

This is sub-optimal as it was/is the most reliable way to get around a window stacking or Launcher no-show situation.

As Mark Shuttleworth notes on bug 734872 comment 3:

Ideally this key sequence should continue to work regardlessly.
