[Oneiric] Changes in the Unity plugin settings are no longer immediate

Bug Description
Noticed in yesterday's daily build that when trying to use CCSM to change the Launcher's icon size, edge timeout or opacity (or any settings in Compiz at all, such as enabling a plugin (eg, the water one)) these changes not take effect immediately.
Compiz needs to be restarted to see the new changes.
Originally, you would see the launcher change as you changed the settings.
